Jove talks of an encounter with Budget Secretary Emilia Boncodin:
She’s the kind of secretary who answers the media honestly,
in a straightforward manner and very candidly. Never afraid to use
plain tagalog words. Never conscious if her facial expressions give
away stuff. Parang laging nakikipag usap sa kapitbahay lang niya. To
think, her department is a complicated department that deals with
equations and numbers, in short: my hated subject, MATH.
Having previous dealings with Secretary Boncodin, or Emmy
as she is fondly called by those close to her, I can personally attest
to her being very candid and practical especially with money
matters. I can’t help but think that she’s the government
official most beset with headaches, her agency
being the one responsible for appropriating funds for much of
government’s expenditures–yes, even to the last staple wire or paper
clip.
She must be really passionate about her job, having stayed on this
long, an even as her colleagues in the current Administration’s
economic team had long resigned or been replaced.
